Joy Leong

Joy Leong

Ms. Leong is a graduate of Harvard College and Yale Law School. Since the 1970's, she has specialized in economic and regulatory policy development and litigation in Washington DC. She has expertise in the fields of energy, delivery services, telecommunications, and supply chain management. She frequently negotiates contracts with the Postal Service and obtains regulatory approvals for these agreements. She has participated in the entire range of regulatory proceedings at the Postal Regulatory Commission, including rulemaking, ratemaking, regulatory approval, and complaint proceedings. She has counseled a wide range of clients on postal reform policies and compliance with postal regulations, and was involved in the drafting, passage, and implementation of the Postal Accountability and Enhancement Act of 2006. Since 2007, Ms. Leong has focused on environmental issues facing the Postal Service, including greening the postal infrastructure.

Ms. Leong has litigated competition and ratemaking issues relating to regulated monopolies in both the domestic and international arenas. She has represented clients in ratemaking, rulemaking, and complaint proceedings before the Federal Communications Commission, the Postal Regulatory Commission, the Federal Energy Regulatory Commission, and several state public utility commissions. Ms. Leong has also represented clients in federal and state court in complex commercial litigation cases.

After serving as a partner at two of the top ten law firms in the world, Ms. Leong now heads her own law firm, The Leong Law Firm.

Erik Toomre

Erik Toomre, Ph.D.

Dr. Toomre is the Founder and President of Mobility Future LLC, a consulting firm focused on vehicle electrification, lithium-ion batteries, and startups in cleantech and renewable energy. During a portion of 2008, Dr. Toomre led the proposal team for a battery firm responding to federal solicitations issued by the Dept. of Energy (DOE) and the National Institute of Standards and Technology (NIST).

Prior to starting Mobility Future, Dr. Toomre was at Tesla Motors for almost 2.5 years where he, among other roles, served successively as Program Manager for the Motor and Energy Storage System battery teams. He also performed all the regulatory work on Tesla’s 1000-pound lithium-ion battery including obtaining authorizations from the U.S. Dept. of Transportation and government authorities in Thailand and the U.K. He also led the team that started Tesla’s motor factory in Taiwan.

Dr. Toomre has led Operations and Manufacturing for several venture-backed high-tech startups. His degrees are from Stanford University (Ph.D. in Industrial Engineering, M.S. in Manufacturing Systems Engineering) and M.I.T. (B.S. in Mechanical Engineering).

In December 2009, Dr. Toomre joined a large European automobile firm.
